The Ministry of Textiles has officially extended the Rebate of State and Central Taxes and Levies (RoSCTL) Scheme on 2nd April 2026 for exports of apparel, garments & made-ups ..
The scheme is extended until September 30, 2026, or until the 16th Finance Commission approval, whichever comes first , The existing structure, rates & eligibility criteria remain unchanged & the RoDTEP scheme is also extended for the same period to support other textile products..
About RoSCTL Scheme
RoSCTL is an Indian government scheme that refunds embedded state and central taxes and levies on exports of apparel, garments & made-ups , Launched on March 7, 2019, by the Ministry of Textiles, RoSCTL replaced the earlier Rebate of State Levies (RoSL) scheme. It covers products under HSN Chapters 61, 62, and 63, reimbursing taxes not refunded via GST to boost global competitiveness
- Aims for zero-rated exports by rebating embedded taxes not covered under GST.
- Operates via transferable duty credit scrips (e-scrips).
- Enhances the competitiveness of Indian textile export
Exporters need a valid IEC, GST registration & RCMC , they must declare RoSCTL on shipping bills and avoid claiming Duty Drawback or RoDTEP for the same levies. It applies to merchant or manufacturer-exporters not on DGFT’s denied list..
