Mission Shakti is an integrated women empowerment programme implemented from 2021–22 to 2025–26. It is divided into two major sub-schemes that is Sambal for safety and security and Samarthya for empowerment. it significantly strengthened women’s safety through the Mission Shakti which is an umbrella scheme and the strict implementation of the Sexual Harassment of Women at Workplace aka (Prevention, Prohibition and Redressal) Act, 2013 (PoSH Act)..
Altogether, these frameworks provide a victim centric approach to protection, emergency response and long-term empowerment ,
Sambal Sub-Scheme for Safety & Security..

- This vertical provides immediate, 24/7 relief for women in distress, with over 926 One Stop Centres providing aid to over 13.37 lakh women.
- Key components include
- The 181 Women Helpline got over 2.88 crore calls till date and 112 ERSS.
- Women Help Desks (WHDs) in 15,000+ police stations and the Beti Bachao Beti Padhao campaign
- Nari Adalats for alternative dispute resolution
Samarthya Sub-Scheme for women Empowerment :
- This pillar focuses on economic and social independence for women, featuring PMMVY financial aid, Sakhi Niwas hostels, and the SANKALP single-window system
- The sub-scheme integrates several existing programs and introduces new initiatives to support women throughout their life cycle like
- Shakti Sadan which is an integrated relief and rehabilitation home created by merging the erstwhile Ujjawala for trafficking victims and Swadhar Greh for women in difficult circumstances zone ..
- Sakhi Niwas: Formerly the Working Women Hostel scheme, it provides safe and affordable accommodation for women working away from their homes.
- Palna aka National Creche Scheme : Provides safe daycare facilities for children of working mothers, helping to reduce the care burden and increase female labour force participation.
- Pradhan Mantri Matru Vandana Yojana (PMMVY): A direct benefit transfer (DBT) scheme providing maternity benefits ₹5,000 for the first child and ₹6,000 for the second child if it is a girl , to ensure nutrition and health for pregnant and lactating mothers.
- SANKALP (Hub for Empowerment of Women): A coordination mechanism at the national, state, and district levels designed to facilitate inter-sectoral convergence of government services and improve women’s access to skilling and livelihood opportunities.
- Gap Funding: A new component specifically for economic empowerment to address financial needs that are not covered by other schemes
Core Objective of Samarthya :
- The primary goal of Samarthya is to foster an environment where women can be equal partners in nation-building. Its specific objectives include:
- Economic Independence via Reducing the “care burden” through creches and hostels to encourage more women to join the workforce.
- Institutional Support through Providing long term rehabilitation and care for survivors of violence or trafficking
- Resource Convergence: Ensuring that benefits from various ministries reach women effectively through the SANKALP Hubs.
